I have returned to Hong Kong for the winter.
It is very desirable that the Barracks should be less crowded than they now are, with a view also to lessen the opportunities for Soldiers to obtain liquor.
I would propose before the hot weather commences to move about 300 Troops from Hong Kong to Kowloon, especially as I have received the sanction of H. M. Govt to test the sanitary properties of the latter place.
They are therefore requested to grant permission to erect temporary mat buildings for the accommodation of 300 Officers & Men and for a Chapel and School on the ground called Napier's Range.
